The Acting Governor observes that in the case in question, it was a criminal Prosecution, and it appears to His Excellency, that there is nothing to take it out of the ordinary rule regarding such Prosecutions. He is therefore of opinion that the only item chargeable is that #1 for portage, and payment of this His Excellency thinks should have been sought in the same way as Witnesses' expenses.
